Finally, it identified implications these conclusions have for military planners and policymakers as they prepare to deal with national security threats in the next decade.This research brief reports that the new emphasis on striking first in U.S. national security policy since September 11, 2001, will not likely produce a correspondingly great change in the future shape or use of American military power.
